Accordingly, the Flower Festival is developed from the Sa Dec flower festival and the culture week of tourism annually. The PPC Chairman assigned the Department of Culture, Sports and Tourism to coordinate with the People's Committee of Sa Dec city and relevant units to co-organize the field surveys and learn the experience from the localities whose strengths and experiences are in organizing flower festivals.

Through learning and experience exchange, it is vital that the organizers assess their ability to meet the criteria, conditions and standards of Festival organization, pay attention to connecting with other localities when organizing, as well as linking with tours and routes to effectively exploit the value of the Flower Festival.
