On the afternoon of December 20, the first Mekong Startup Forum - 2022 took place in a plenary session with the participation of Deputy Prime Minister Vu Duc Dam; leaders of central ministries and branches; leaders of provinces and cities in the Mekong Delta; representatives of diplomatic agencies, international organizations in Vietnam and domestic organizations, experts, associations, etc.

According to Mr. Tran Thanh Nam - Deputy Minister of Agriculture and Rural Development, the Mekong Delta is the key agricultural production area, contributing over 56% of total rice production, 60% of fruit production, and 83% of shrimp production, 98% of pangasius production of the country; Thereby, accounting for 80% of rice export turnover, 65% of fruit export turnover, 65% of shrimp export turnover, 95% of pangasius export turnover of the whole country.

Despite its many advantages, the Mekong Delta is also facing great challenges of climate change and new requirements in its development. On average, just 1 ton of rice will emit nearly 1 ton of carbon. Therefore, reducing emissions is an urgent issue currently.

The delegates listened to a summary of the results of the dialogue before the Forum, including 03 discussions on the chain of rice, fishery and fruit; at the same time, exchange and discussion of domestic and international experts and observers.

Mr. Li Gou - National Program Coordinator on Agriculture, Senior Expert on Agricultural Economics - World Bank in Vietnam expressed his spirit and commitment to accompany Dong Thap and other Mekong Delta provinces and cities in implementing the goal of activating innovative capacity, promoting the role of SMEs and start-ups in the area, aiming to develop agriculture in the direction of modern - sustainable - low-emissions.

Chairman of the People's Committee of Dong Thap province Pham Thien Nghia emphasized that this is the first year the province actively proposed to organize a forum for public-private dialogue at the regional scale, and discussed two difficult mathematical problems, one is the new trends of agriculture and the other is the key problem of the country and the region in promoting the innovation ecosystem, creative start-up.

After one and a half of day with many exciting activities, nearly 1,000 delegates attended in all sessions and working programs of the Forum. With the success of this Forum, Chairman of the People's Committee of Dong Thap province Pham Thien Nghia announced the message of the Forum with 05 main contents, in which the Forum met the goal of raising awareness of the public of all levels, sectors and enterprises in the Mekong Delta on the problem of combating climate change and reducing emissions according to the commitments of the Vietnamese Government in the international arena as well as new requirements from the market; at the same time, promote and capture the recommendations from the business community, especially the start-up sector, innovate on modern, efficient and sustainable agricultural production solutions, circular, low emission. , environmentally friendly and adaptive to climate change.

The forum serves as a channel to connect, summon, gather and promote the spirit and actions of both public and private sectors, especially business forces with innovative elements to specifically the Government's policy on the Master Plan of the Mekong Delta in the period of 2021 - 2030, with a vision to 2050, "sustainable development, innovation, ensuring harmony of natural advantages, and at the same time creating make their own imprints”; focus on the problem of green - modern - sustainable agriculture transformation to create a breakthrough for the regional economy.

Also through the Forum, the Mekong Delta provinces called for the support of international organizations, domestic and foreign experts to form resources that not only cover the financial aspect but the most important is technical support in knowledge, experts and markets to help the Mekong Delta go early, proactively, and create more values ​​in the implementation of the goal of modern, circular, and low emission agriculture – Mr. Pham Thien Nghia expected.

Deputy Prime Minister Vu Duc Dam welcomed the idea of ​​co-organizing a Forum by the Ministry of Agriculture and Rural Development and the People's Committee of Dong Thap province, expressing the desire to rise up of the Pink Lotus area.

The Deputy Prime Minister said that the Forum showed the innovative determination of leaders and startup community in the Mekong Delta region, and wished that in the coming time, local leaders need to continue to pay attention to the startup movement, encourage all creative ideas of startups, arouse the spirit of aspiration to rise up to make our country no longer a low-middle-income country.

The Deputy Prime Minister assigned the Ministry of Agriculture and Rural Development to submit a document to the Government on the contents of the Forum, especially organizing more similar events to jointly find solutions to the problem of agriculture being green, circular and with low emission, and at the same time continue to spread and fuel the startup movement.

At the Forum, leaders of the Ministry of Agriculture and Rural Development, leaders of provinces and cities in the Mekong Delta together pledged to reduce greenhouse gas emissions in the agricultural sector in the Mekong Delta region; announcing the content of the commitment to build Dong Thap into a "regional center for solutions to reduce emissions"; signed a cooperative agreement on comprehensive digital transformation and human resource training to promote Innovation and Entrepreneurship in Dong Thap province.

In particular, the commitment to build Dong Thap into a "Regional Solution Center of Emission Reduction" will launch at least one model of innovative solutions for "reducing emissions/creating low emissions" in one key agricultural area of the province (fruits, rice, fisheries) and pilot evaluation in 2024 to have a basis for replicating the models. In the period of 2023 - 2025, successfully build and operate the Dong Thap Emission Reduction Initiative Alliance to effectively promote the efforts of all stakeholders; contribute to the formation of an ecosystem of innovation and start-ups associated with the theme and goal of reducing agricultural emissions for the province and the region.
