The Provincial People's Committee (PPC) assigns the Department of Information and Communications to take the prime responsibility, and coordinate with provincial departments; People's Committees of districts and cities effectively implement the project; periodically report the implementation result to the PPC.

According to the project, Dong Thap identifies digital transformation as one of the most important solutions to promote growth, and comprehensively change the management method of the whole political system, production and business models of enterprises. It is the shortest way for the province to develop rapidly, and become more modern, rich and strong.

Dong Thap province sets a target as in the top 25 by 2025 and in the top 20 provinces and cities by 2030 with the best digital transformation index in the country.

Specifically, about digital government: by 2030, over 90% of people and businesses are satisfied with the handling of administrative procedures; 100% of state agencies provide giving open data, in machine-readable format; 100% of online public services of level 4 are provided on various means of access, including mobile devices; 100% of job profile at the provincial level, 90% of work records at the district level and 70% of work records at the commune level are processed on the internet (except for work records that are classified as state secrets), etc.

Regarding the digital economy: Over 70% of small and medium enterprises conduct business activities on e-commerce platforms; about 70% of the population or more participate in online shopping; over 80% of farmers know how to apply the Internet of Things (IoT) to the production process, exploit supply and demand information through the internet, trading on e-commerce platforms; 80% of non-cash payment in e-commerce trading, of which 90% of the payment made through the intermediary payment service, over 95% of purchases on e-commerce websites/apps having e-invoices, etc.

Regarding digital society: 95% of the population has a smartphone; over 95% of the population aged 15 and over having payment transaction account at a bank or other authorized organization; over 70% of adults have digital signatures or personal electronic signatures; 100% of households in need are connected to broadband internet by fiber optic cable or 5G mobile network; over 85% of the population has basic digital skills; 100% of households have a VPostcode address; 100% of educational institutions from primary to high school have completed the digital governance model, digital operations, standardization of digital data, and open digital data; 100% of the population has an electronic health record.
