Dong Thap Province: 07 consecutive years leading in “Environmental Governance” of PAPI
Accordingly, in 2024, the PAPI of Dong Thap province scored 43.84 points (within the average - high group), an increase of 2.52 points compared to 2023, ranking 26th out of 63 provinces and cities nationwide (a rise of 16 ranks compared to 2023), and ranking 5th out of 13 provinces and cities in the Mekong Delta region.

Notably, Dong Thap province continues to be among the top 8 leading localities nationwide in the content indicators (Environmental Governance) of PAPI in 2024, maintaining this position for 7 consecutive years from 2018 to 2024.
This result was announced at the Conference on the Announcement of the Provincial Governance and Public Administration Performance Index (PAPI) 2024 at the national level, held on the morning of April 15 in Ha Noi.
According to PAPI experts, the 5 content indicators: “Participation of people at the grassroots level, Transparency in decision-making at the local level, Accountability to the people, Environmental governance, and E-governance” still have significant room for innovation and improvement.

The current reforms in local government organization provide a significant opportunity to address bottlenecks in policy implementation, as provinces and cities can learn from the best practices of merged localities. The gap in experiences and perceptions among different population groups still exists, requiring local governments to focus on improving and ensuring inclusive governance.
At the same time, the experts recommend continuing the development of e-governance, digital governance, and simplifying administrative procedures to further reduce corruption, enhance transparency, and improve the effectiveness and accessibility of public services.

PAPI is an annual quantitative measure of the operational effectiveness of the governmental apparatus from the Central to local levels nationwide based on citizens' evaluations. The United Nations Development Programme (UNDP) in Viet Nam coordinated with domestic partners including the Community Support Development Research Center and the Real-time Analytics Company, with the support of the Fatherland Front Committeesof provinces/cities nationwide, successfully conducted the 2024 survey. This index plays a role in providing an important source of data for authorities at all levels to improve the quality of services for local people. |
