Thường Phước International Border-Gate Economic Zone (Thường Phước 1 commune, Hồng Ngự district), was established under Decision No. 191/2001/QD-TTg dated December 13rd 2001 of the Prime Minister and Decision No. 166/2008/QD-TTg dated December 11st 2008 of the Prime Minister with an area of 132,5 ha, currently has invested in infrastructure, fillling and has been calling for investors.

Thường Phước International Border-Gate Economic Zone is adjacent to Tiền river, DT841 road connecting Thường Phước International Border-Gate area with Hồng Ngự city center about 30 km and is connected to National Highway No.30.

1/ Corporate Income Tax: benefit preferential policies on corporate income tax as prescribed in Decree No. 218/2013/ND-CP dated December 26th 2013 of the Government detailing and guiding implementation of the Law on Corporate Income Tax. Specifically:

+ Incentive tax rate: 10% applied for a period of 15 years.

+ Tax exemption and reduction: tax exemption for 4 years, 50% reduction for the next 9 years.

General investment incentives applied in the border-gate economic zone:

2/ Export tax and import tax:

- Be exempt from tax on imported goods to create fixed assets for the project.

- Be exempt from import tax for raw materials, supplies and components that cannot be manufactured domestically for a period of 5 years from the manufacture commencement date.

(Based on Articles 14 and 15 of Decree No. 134/2016/ND-CP dated September 1st 2016 of the Government detailing guidelines for the Law on Import and Export Duties).

3/ Exemption, reduction of land rent in the border-gate economic zone in the following cases: (according to Clause 6, Article 8 of Decree No. 35/2017/ND-CP dated April 3rd 2017 of the Government prescribing the collection of land use levy, land rental and water surface rental in economic zones and hi-tech zones.

a) Land rental shall be exempted for the capital construction period which must not exceed 3 years counting from the date of issuance of the land lease decision by a competent state agency (except cases renovation and expansion of production and business establishments).

b) After the period of capital construction during which land rental is exempted, land rental shall be further exempted:

- For 15 years, for investment projects outside the list of sectors eligible for investment incentives and in economic zones located in district-level geographical areas with exceptionally difficult socio-economic conditions.

- For 19 years, for investment projects on the list of sectors eligible for investment incentives and in economic zones located in district-level geographical areas.

The lists of sectors eligible for investment incentives, sectors eligible for special investment incentives, geographical areas with difficult socio-economic conditions, and geographical areas with exceptionally difficult socio-economic conditions referred to in this Decree must comply with the investment law.

c/ Land rental and water surface rental shall be exempted for the entire lease period

- Investment projects on the list of sectors eligible for special investment incentives.

- Investment projects to build houses for workers in economic zones or projects that lease land from the operators of infrastructure facilities in economic zones to build houses for workers according to a master plan approved by a competent state agency; project owners may not include land rental expenses in house rental rates.

- Land for construction of maintenance and repair stations and parking lots (including also ticket sale offices, administration offices and public service facilities) to serve public transportation in economic zones in accordance with the law on road transportation.

- Land for construction of water supply facilities in economic zones, including water exploitation and treatment facilities, pipelines and facilities on the water supply network and works in support of the management and operation of the water supply system (administrative offices, management offices, workshops, supplies and equipment storehouses and storage yards).

d/ Investors that are leased land by the State for construction and commercial operation of infrastructure in functional sub-zones in economic zones are further entitled to land rental exemption.
