PLAN OF SOCIO-ECONOMIC DEVELOPMENT YEAR 2021

I. GOAL

Implement the Resolution of the 11th Provincial Party Congress on socio-economic development and key tasks to achieve the highest results. In particular, it is to focus on restoring production and business and economic growth after natural disasters and epidemics and goes hand in hand with economic restructuring and improving growth quality; Continue to improve the investment and business environment equally and favorably; Support businesses, start-ups and innovation, promote economic sectors to invest and develop, as a driving force for sustainable development; Create jobs, raise people's incomes, ensure social security, protect the environment, improve the cultural and spiritual life of the people; Maintain national defense, security, politics and social order and safety, especially the national border in the locality.

II. GROWTH PROJECT AND MAJOR INDICATORS

Striving for an economic growth rate of 7.0%, of which: Area 1 increases by 3.7%, Area 2 increases by 9.2% (industrial growth by 9.0%; construction growth by 10.2%), Area 3 increases by 8.5% (attached to Appendix II).

The plan 2021 has 22 main targets, including: 06 economic targets, 12 socio-cultural targets and 04 environmental targets.

III. MAIN TASKS AND METHODS

On the basis of the orientation of tasks and methods of the 5-year socio-economic development plan for the period 2021-2025 and besides performing regular tasks, the Provincial People's Committee focuses on directing the implementation of tasks and methods. The main are as follows:

1. Agricultural economic development and new rural construction

Implementing synchronously the overall methods to restructure the agricultural sector in the period of 2021 - 2025; Promoting the formation of the value chain of ornamental flowers, crops, fruits, livestock and so on and increasing the value of the rice and pangasius commodity chain; Creating strong changes in the structure of crops and livestock to higher value agricultural and aquatic products, gradually reducing the area of ​​third-crop rice; Striving for the growth rate of the agriculture - forestry - fishery sector to reach 3.7%.

Continuing to replicate effective farming models that adapt to climate change; Promoting the formation and replication of high-tech agricultural models, smart agriculture, and organic agriculture; standardizing the farming system associated with traceability (Blockchain technology) according to the roadmap; Focusing on implementing the Re-herd Plan in association with the restructuring of pig production after the African Swine Fever epidemic, focusing on searching for quality and disease-free pig breeds to speed up the herd repopulation (increasing by 20% compared to the previous year) and reorganize production to meet biosafety conditions.

Building and upgrading the infrastructure system to protect the orchards; renovating the system of electric pumping stations in combination with solidifying infield canals, ensuring production service and adapting to climate change conditions.

Strengthening the role of the State in supporting the linkage chain in order to attract and encourage domestic and foreign enterprises to invest in agriculture and rural areas, especially hi-tech agriculture, and to be the center of supporting and solving the problems of linkage.

Encouraging accumulation and concentration of land, building large fields associated with cooperatives; flexibly applying mechanisms and policies suitable to local realities, creating concentrated agricultural production areas, specializing, mechanizing and automating as inputs for the processing industry.

Effectively implementing the one-commune-one-product (OCOP) program on the basis of reorganizing craft village production in combination with experiential tourism and applying e-commerce methods, etc. Support for unsatisfactory products OCOP standard but has the potential to promote the advantages of local soil, landscape, culture and community. Organize a program to update knowledge and improve production capacity for farmers.

Mobilizing social resources to implement the National Target Program on New Rural Development, associated with promoting the hard work, self-reliance and cooperation of the people in order to improve the self-governing role of the community; Maintaining and improving the quality of communes up to new rural standards, and launching new rural construction according to criteria of upgrading and models. Building the pilot of a new rural commune associated with "Smart Village", constantly improving the quality of life of rural people; Striving to have 4 more communes and 1 district meeting new rural standards by the end of 2021.

2. Industrial development along the value chain

          Focusing on effectively implementing solutions to restructure the industry, restore manufacturing industries after the impact of the Covid-19 epidemic, promote growth to 9.2%, increase the proportion of processing and manufacturing industries and improving labor productivity of the industry; Flexibly applying support policies to facilitate enterprises to participate in technology innovation programs and connect with local raw material areas.

Supporting the application of new techniques and technologies to improve product quality, packaging, brands, origin, and safety standards to meet the distribution conditions in supermarket chains, retail systems; Promoting research and development of new products with high competitiveness and technology content associated with indigenous resources; Encouraging widespread application of cleaner production solutions and economical use of energy; calling for investment in the development of clean and environmentally friendly energy sources.

Speeding ​​up the construction of infrastructure of industrial zones and clusters to put them into operation, especially infrastructure of Tan Kieu industrial zone (Thap Muoi district); Reviewing and completing the infrastructure of existing industrial clusters and establishing a number of new industrial clusters already planned to create a land fund calling for investment in industrial production and business. Well implementing the Regulation on coordination in management of industrial clusters and policies to support investment in technical infrastructure of industrial clusters.

          3. Developing civilized and modern commerce - service

Encouraging the development of modern retail types such as: trade centers, general supermarkets and specialized supermarkets; step by step developing a network of nearby convenience stores in residential areas in line with the roadmap of planning commercial development; Focusing on developing synchronously the system of people's markets in rural areas and wholesale markets which are capable of generating channels to promote large-scale trade in goods.

Giving priority to the development of distribution channels of domestic goods to restore the growth of the trade - service sector to 8.5%; Expanding the connection between supply and demand of goods, strengthening promotion and connecting trade with distribution channels, professional and modern retail systems throughout the country; Tightening trade ties established with Saigon Co.op, Big C, Vincommece, MM Mega Market, Bach Hoa Xanh, and so on.

Creating favorable conditions for the strong development of e-commerce for the provincial products, aiming to develop the digital economy in line with the operating trend of the service market; Strengthening propaganda to mobilize consumers to change their shopping habits from using cash to non-cash payment methods, electronic payments, and at the same time ensuring information security in e-commerce transactions; Supporting businesses to apply digital technology solutions (barcode, QR code, Blockchain, etc.) to implement product traceability, online branding and product marketing in the digital environment; Building an e-commerce website with full functions for selling products such as shopping cart, online payment integration, etc.

Stepping up trade promotion, expanding export markets to markets implementing free trade agreements with Vietnam, diversifying export goods, bringing total export turnover to 1.33 billion USD; Focusing on exploiting the border economy; Strengthening information work, forecast market demand to people and businesses; Supporting and improving the operational efficiency of the provincial distribution centers of agricultural products in major city centers.

Promoting the development of logistics, telecommunications and information technology services, science and technology services, consulting, finance, banking, insurance and services for tourists in the high segment level.

          4. Developing tourism to become an important economic sector

Effectively exploiting key tourist destinations with various types of eco-resort and cultural tourism; Well performing the activities of advertising, promotion and association for tourism development; Effectively operating the Dong Thap Tourist Information Portal, associated with local image building; Investing in the complete development of typical tourist products of each tourist area and destination according to the positioning of the tourism development project and the plan to develop special products of Dong Thap province.

Creating favorable conditions for the strong development of community-based tourism, experience tourism in agricultural production and production of craft village products; Building a model of agro-ecological tourism products associated with the OCOP Program and building a new countryside; Training human resources for tourism; Increasing calling for and encouraging the socialization of investment in tourism.

5. Developing private economy, cooperative economy

Continuing to strongly improve the environment of investment and business from the provincial to local levels through the departmental, sectoral and district level competitiveness assessment Provincial and District-level People's Committees using the DDCI Index and maintain the Competitiveness Index Provincial level (PCI) in the top group of the country; Ensuring consistent and transparent implementation of the policy of “accompanying businesses”; Promoting the communication channels created through social networks, email boxes, corporate coffee model, periodic meeting program, etc.

Actively grasping and supporting investors in the stage of exploring investment opportunities and preparing for investment; Promptly removing difficulties in the implementation of investment projects; Creating favorable conditions for economic sectors to develop through supporting policies on finance, credit, application of science and technology; Improving and developing new products; Training human resources at management level; Recognizing and seizing new business opportunities on the digital economy platform and so on; Focusing on implementing cost-reducing solutions for businesses; Reviewing and cutting unnecessary business conditions; Encouraging innovative start-ups; supporting the development of startup ideas, especially potential startup ideas and projects having won prizes at startup competitions.

It is expected that in 2021, there will be 550 newly-established enterprises, bringing the total number of enterprises operating in the province to about 4,494 enterprises.

Developing a cooperative economy in which the core is a cooperative in the direction of multi-services, associated with the value chain of industries; Supporting to improve the capacity of agricultural cooperatives, strengthening the activities of "joint production", "collective purchase", "joint sale" in order to increase the uniformity of agricultural product quality, reduce production costs, meet the conditions of scale to distribute into major commodity consumption channels throughout the country; Improving the operation quality of Farmers' Clubs to create a solid foundation for transformation into cooperatives.

6. Financial and credit guarantee

Performing well the management and administration of the state budget in accordance with regulations; Ensuring state budget expenditure according to estimates and requirements for socio-economic development; Striving for state budget revenue in the area to reach 8,110 billion VND.

Promptly and effectively implementing solutions to manage monetary policy of the State Bank of Vietnam, especially credit programs for agricultural and rural development, export support, and social credit; Striving to increase credit balance in association with controlling and improving credit quality, meeting the demand for investment capital for socio-economic development, minimizing bad debts arising.

7. Mobilizing social resources for development investment; urban development according to the roadmap

Attracting social resources for development investment, especially resources from businesses, funding from international cooperation projects; Continuing to implement policies to encourage socialization in the fields of health, education, vocational training, culture, sports and environment; Improving the efficiency of using public investment capital, in which, priority is given to deploying main and connecting traffic axes; support the districts to complete the rural transport system in the direction of reaching new rural standards; Investing in agricultural and rural infrastructure under the Scheme on restructuring the agricultural sector; Investing in social welfare works; supporting tourism infrastructure investment and so on. The need for investment and development capital in the area in 2021 is about VND 23,500 billion, accounting for 25.3% of GRDP, of which public investment is expected to be about VND 5,181 billion.

Actively coordinating well with central ministries and branches to soon deploy and complete National Highway 30 items and speeding up the implementation of key traffic works; Implementing programs and contents associated with Long An and Tien Giang provinces according to the Scheme on sustainable development of the Dong Thap Muoi sub-region until 2020, with a vision to 2030; Making good use of mechanisms and policies policy on linking the Mekong Delta region according to Decision No. 825/QD-TTg of the Prime Minister; Completing and implementing the Dong Thap provincial master plan for the period of 2021 - 2030, with a vision to 2050.

Reviewing and completing the general planning, zoning planning, establishing urban development areas to call for investment in embellishment, urban development, construction of residential areas, commercial centers, and so on; Enhancing the urbanization rate by 2021 to 38.5% (increasing by 0.5% over the previous year); Investing in upgrading and building a synchronously clean water supply system for daily life in urban areas and rural residential areas, ensuring that by the end of 2021, 99.2% of urban households and 86% of rural households will use clean water.

8. Synchronous development in the field of culture - society

a) Developing education and training

Continuing to review and arrange the school network at all levels to suit the conditions of each locality; Investing in facilities and equipment in the direction of meeting national standards, meeting innovation requirements; Building a contingent of teachers, managers and employees in sufficient quantity, structure, and standards in terms of training qualifications, capacity and quality; Effectively renovating curricula and teaching methods, promoting the application of information technology, focusing on teaching methods associated with practice, practical adaptation to the Industrial Revolution of Science and Technology; Focusing on educating students on ethics, life skills, creativity, practice, foreign languages ​​and informatics; Developing physical education and school sports and physical education movements.

Maintaining and improving the quality of education care, eliminate illiteracy, universalize preschool education for 5-year-old children, universalize primary education and universalize lower secondary education, improve the effectiveness of the career orientation and streaming students after middle school and high school to study vocational education levels; Encouraging socialization of investment in building high-quality schools in all disciplines and levels; Strengthening autonomy for educational institutions, piloting the transformation of public schools into non-public educational institutions where conditions permit; Carrying out international exchanges and cooperation in education and training; Implementing study abroad programs for students.

Diversifying types of vocational training in the direction of improving quality, efficiency and socialization; Encouraging the development of study-by-work programs abroad; Creating conditions for enterprises to participate in labor training; Implementing well the forms of training association to expand the training scale, form and profession; Focusing on training skilled workers and high-quality labor force, vocational training for rural workers, contributing to the labor shift in rural areas down to 48.2%.

b) Taking care of people's health

Taking good care of the People's health in the direction of active prevention; ensuring that all people enjoy primary health care services, have access to and use high-quality medical services; Improving the capacity of disease prevention and controling and the operational efficiency of the local level health care, early detection and treatment of epidemics, preventing the spread of disease in the community, especially the Covid-19 epidemic; Continuing to promote the telemedicine consultation system and develop the family doctor system.

Completing and putting into operation Dong Thap General Hospital (700 beds), establishing an Infectious Disease Hospital; Investing in a number of specialized departments (cardiovascular intervention, anti-stroke, etc.) at Dong Thap General Hospital in the direction of reaching grade I standards, upgrading and expanding facilities and equipment in 03 hospitals at all levels. The province meets Grade II standards, continues to invest in upgrading the Hospital of Traditional Medicine; Properly equipping for the Center for Disease Control, Sub-Department of Food Hygiene and Safety; Promoting socialization of the medical field.

Implementing synchronously the information technology system in health station management, vaccination, disease management, people's health records associated with card management, health insurance payment; Effectively implementing the health insurance policy towards developing universal health insurance, increasing the proportion of population participating in health insurance to 91%.

Continuing to train and attract health workers to meet both ethical and professional requirements; Striving to have 28.6 hospital beds and 9.3 doctors per ten thousand people by the end of 2021.

c) Ensuring social security, creating jobs and reducing poverty

Fully implementing policies towards people with meritorious services, ensuring that people with meritorious services have a decent standard of living or higher; Mobilizing well social resources in combination with state resources to regularly implement the policy of gratitude, return gratitude, nurture the lonely elderly, orphans and so on. Economic development is in harmony with implement social progress and justice, ensures that all people have access to education, health care and culture, and enjoy the achievements of the province's development.

Focusing on timely and effective settlement of pressing social issues, especially drug abuse, child abuse, children violating the law, on harmonious, stable and progressive relations between labor with businesses, creating conditions for people to have jobs and stable incomes, ensure living conditions and reproduce labor power; Developing the subjects of social insurance with a view to rapidly increasing the coverage of social insurance and unemployment insurance to ensure the legitimate rights and interests of employees.

Promoting the capacity and efficiency of the job exchange, job introduction, linking with the labor market, focusing on sending workers to work abroad for a definite time, and supporting to orient career after returning home; Striving to have 1,500 migrant workers working abroad in 2021 under contracts.

Implementing the goal of sustainable and comprehensive poverty reduction, improving people's living standards, especially in rural and border areas; Reducing the poverty rate by 1.0% in 2021.
