The Department of Foreign Affairs is a specialized state agency of the Provincial People's Committee, functioning in consulting and assisting the Provincial People's Committee on state management of foreign affairs and national border and territory (hereinafter referred to as foreign affairs) in the province; public services managed by the Department in accordance with the law.

The Department of Foreign Affairs performs its function of consulting the Provincial Party Committee through the Party Committee of the Provincial People's Committee on policies of international integration, orienting the relationship expansion and comprehensive implementation of foreign affairs of the province; organizing and managing the Party's foreign affairs in the province according to the Party's regulations.

Department of Foreign Affairs has its own legal status, seal and a seperate account; under the management on organization, personnel and operation of the Provincial People's Committee, as well as under the direction, inspection and guidance on professional duties of the Ministry of Foreign Affairs.
