The Department of Justice is a provincial agency under the Provincial People’s Committee, performing the functions of consulting and assisting the Provincial People’s Committee on state management of development and implementation of laws and regulation; post-reviewing legal normative documents; control of administrative procedures; legal units, legal dissemination and education and mediation at grassroots levels; civil status, nationality, authentication; adoption; criminal record; state compensation; legal aid; lawyers, legal consultancy, notary, judicial expertise, auction and commercial arbitration; management of the implementation of laws and regulations on handling of administrative violations and other judicial professionals under its management.

The Department of Justice has its own legal status, seal and a separate account,  under the management on organization, personel and operation of the Provincial People's Committee, as well as under the direction, inspection and guidance on professional duties of the Ministry of Justice.
