The Department of Science and Technology (hereinafter referred to as the Department) is a specialized state agency of the Provincial People's Committee, functioning in consulting and assisting the Provincial People's Committee on state management of science and technology, including: scientific and technological activities; development of scientific and technological potential; standards, metrology, quality; intellectual property; application of radiation and radioactive isotopes; radiation and nuclear safety; managing and organizing the implementation of public services in the areas of the Department in accordance with the law.

The Department has its own legal status, seal and a seperate account; under the management on organization and operation of the Provincial People's Committee, as well as under the direction, inspection and guidance on professional duties of the Ministry of Science and Technology.
