Delivering the opening speech, Mr. Ngo Chi Cuong stated that on September 4, the Prime Minister issued a decision to transfer and appoint Mr. Pham Thanh Ngai – Deputy Secretary of the Provincial Party Committee, Chairman of the Dong Thap Provincial People's Committee - to hold the position of Deputy Inspector General of the Government Inspectorate. Being entrusted with new major responsibilities by the Central Government is not only a personal honor for him, but also recognition of his capacity, training process, and contributions, as well as a shared point of pride for the Party Organization and people of Dong Thap province.

Personnel preparations for his replacement were conducted seriously, strictly, and in compliance with regulations by the Central Government and the Provincial Party Committee. The Central Government and the province agreed to introduce Mr. Nguyen Thanh Nhan - Deputy Secretary of the Dong Thap Provincial Party Committee, a well-trained official who has matured through rich practical experience with strong political fortitude and management experience from the grassroots level - for the Provincial People's Council to consider and elect as Chairman of the Dong Thap Provincial People's Committee for the 2026 - 2031 tenure.

At this session, the Provincial People's Council carried out dismissal and supplementary election procedures for several members of the Provincial People's Committee. The consolidation of Provincial People's Committee members aims to ensure synchronization in the organization and operation of the Provincial People's Committee, fulfill requirements for assigning and taking charge of sectors and fields, and strengthen unity in leadership, direction, and task implementation.

Immediately after the opening remarks, delegates of the Provincial People's Council conducted the voting procedure for the position of Chairman of the Dong Thap Provincial People's Committee for the 2026 - 2031 term regarding Mr. Nguyen Thanh Nhan - Deputy Secretary of the Dong Thap Provincial Party Committee. As a result, 100% of the present delegates agreed to elect Mr. Nguyen Thanh Nhan as Chairman of the Dong Thap Provincial People's Committee for the 2026 - 2031 term.

In addition, at the session, the Provincial People's Council relieved Mr. Le Quang Khoi - former Director of the Department of Science and Technology - from the position of Member of the Dong Thap Provincial People's Committee for the 2026 - 2031 tenure (due to transfer to serve as Secretary of the Party Committee of Trung An Ward). At the same time, the Council held supplementary elections for the position of Member of the Dong Thap Provincial People's Committee for the 2026 - 2031 tenure for Ms. Pham Thi Ngoc Dao - Director of the Department of Home Affairs, and Mr. Ngo Huynh Quang Thai - Director of the Department of Science and Technology.

Mr. Ngo Chi Cuong, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, has requested that the Standing Committee of the Provincial People's Council urgently complete the dossier and procedures for submitting to the Prime Minister for approval of the election results for Chairman of the Provincial People's Committee in accordance with statutory provisions.

Mr. Ngo Chi Cuong requested that the Provincial People's Committee and its members immediately begin their duties; review and assign specific tasks with clear personnel, duties, and responsibilities; and ensure continuous leadership, direction, and administration without gaps or disruptions in state management. Efforts must be directed toward analyzing socioeconomic development targets and tasks for 2026 and the full tenure, identifying essential tasks and current impediments in order to focus leadership and resolution. Priority should be given to removing barriers to enterprise, promoting production and business, accelerating the progress of key projects and works, continuing administrative reform, improving the quality of public service delivery, and effectively implementing social security policies to protect people's living conditions.
