Đồng Tháp Investment and Development Fund is a local financial institution, established under Decision No. 119/QD-UB-TL issued on December 6th, 2000 by Đồng Tháp Provincial People's Committee  for the purpose of receiving budget capital, mobilizing medium and long-term capital from domestic and foreign individuals and organizations to lend, invest in projects and enterprises to develop Đồng Tháp provincial socio-economic infrastructure.

The Fund has legal status, charter capital, and its own balance sheet, seal, also is allowed to open accounts at the State Treasury and commercial banks lawfully operating in Vietnam.

The Fund operates under a policy bank model, implementing the principle of financial autonomy, not for profit, preservation and development of capital. The Fund is limited within the Fund's equity.

Functions and duties of the Fund include:

The Fund is allowed to mobilize medium and long-term capital sources from domestic and foreign organizations and individuals under the provisions of Articles 27 and 28 of Decree No.138/2007/ND-CP. The Fund is also allowed to directly invest in projects on the list of socio-economic infrastructure investment areas issued by Đồng Tháp Provincial People's Committee under the provisions of Decree No.138/2007/NĐ-CP and Decree No.37/2013/NĐ-CP.

The Fund is entitled to provide loans and loan syndication for projects on the list of socio-economic infrastructure investment areas promulgated by the People's Committee of Dong Thap province according to the provisions of Decree No. 138 / 2007 / ND-CP and Decree No. 37/2013 / ND-CP.

The Fund may contribute capital to establish joint-stock companies and limited liability companies in line with the provisions of the Enterprise Law to conduct direct investment activities in socio-economic infrastructure works and projects which belongs to the list of investment fields issued by the Provincial People's Committee in accordance with Decree No.138/2007/ND-CP and Decree No.37/2013/ND-CP.

The Fund is allowed to entrust and get entrustment, to mobilize capital for the provincial budget.
