Đồng Tháp Transport Work Construction Project Management Unit (TWC PMU) is a state-run agency, having legal status, with own seal, own headquarters building and a separate account.

CIWC PMU fulfils following functions: Being an owner of projects funded by public budget under PPC’s control; consulting, choosing constructors or construction supervisors, managing and perform projects of transport works, road repair and maintenance, road repair and maintenance which funded by national budget or provincial budget in accordance with annual plans.

TWC PMU performs following functions as a project owner: scheduling; preparing for work construction; performing tasks of constructing; fulfilling tasks of completing construction, handing over transport works; managing finance and disbursement; performing tasks in administrative procedure, co-ordination and elaboration; fulfilling tasks in supervising, evaluating and reporting.

Regarding project management, TWC PMU fulfils following functions: performing tasks of project management specified in Article 66, Article 67 of Law of Construction; Collaborating with involving entities, individuals in supervising workloads, the schedules, qualities, costs, safety and environmental protection; performing other tasks mandated by PPC.

In case of having sufficient capacity in accordance with the law, TWC PMU is mandated to manage other projects in accordance with the mandate contracts. Tasks of mandating project management are specified in  Article 12, Circular No. 16/2016/TT-BXD of Ministry of Construction dated June 30, 2016. In case of having sufficient capacity in accordance with the law, TWC PMU supervises transport work construction.

TWC PMU has rights and responsibilities specified in Article 68, Article 69 of Law of Construction and other involving laws.
