Dong Thap: Top 03 Provinces with Outstanding Reform Achievements in PCI 2005 – 2025

This result was announced at the Ceremony to launch the Vietnam Private Economic Report and the 2025 Provincial Competitiveness Index, held in Hanoi on the morning of May 15. The event was organized by the Vietnam Chamber of Commerce and Industry (VCCI). Attending the event on behalf of Dong Thap province's leadership was Mr. Huynh Minh Tuan, Vice Chairman of the Provincial People's Committee, along with representatives from several provincial departments and sectors.

Dong Thap province was recognized as a locale with exceptional reform accomplishments in PCI 2005–2025 during the occasion. Along with Thua Thien Hue and Tay Ninh, it was one of the three provinces and cities acknowledged. This outcome shows that Dong Thap province has continuously and tenaciously sought objectives and solutions to enhance the business and investment environment over the past 20 years, consequently fostering the growth of the private economic sector.

According to VCCI, this is the first time in history that the organization has published a comprehensive report truly matching its name: the Vietnam Private Economic Report. The report goes beyond the traditional PCI scope of assessing provincial governance quality. For the first time, it provides an overview of the private economic sector, which comprises more than 1 million enterprises and over 6.1 million business households that generate jobs for 26 million workers (accounting for 50.2% of total employment nationwide). It also highlights the innovation and digital transformation capabilities of the Vietnamese business community.

The first-ever announcement of the PCI 2.0 Index, which continues the index's 21-year history of publication in Vietnam, makes this year's event particularly significant. The PCI 2.0 Index has been thoroughly updated, with a focus on three strategic governance pillars, to fully represent the dynamics of the business environment, changes in laws and regulations, and the growth of the private economic sector: (1) streamlining expenses and administrative processes; (2) guaranteeing justice and security in the workplace; and (3) encouraging development drivers via green governance and digital transformation.

Instead of publishing a single-tier ranking from 1 to 34 as customary, PCI 2025 introduces a governance quality classification consisting of 06 tiers: Very Good, Good, Fair, Medium, Relatively Low, and Low, accompanied by a detailed scorecard of 09 sub-indices.

According to the published Vietnam Private Economic Report 2025, Dong Thap province leads the group of the top 10 provinces with the highest percentage of enterprises receiving all necessary documents within one week or less.

Regarding the scores of the 09 PCI 2025 sub-indices, Dong Thap ranks second nationwide in "Market Entry" with 8.58 points, just behind Da Nang (8.70 points). The "Legal Institutions" sub-index reached 7.85 points, ranking fourth nationwide, following Tuyen Quang (7.94 points), Tay Ninh (7.91 points), and Bac Ninh (7.88 points).

The PCI 2025 report also introduces an experimental measure for the first time to quantify the performance of the provincial private economic sector: the Business Performance Index (BPI).

The top three leading localities are Ho Chi Minh City (5.67 points), Ha Noi (5.41 points), and Quang Ninh (5.33 points). Dong Thap province ranks 11th nationwide and 3rd in the Mekong Delta region.

The BPI is designed to play a complementary role, expanding the analytical framework from purely evaluating the quality of the business environment (institutional input) to quantifying practical operational results (market output). BPI 2025 consists of 23 indicators grouped into two dimensions. The introduction of BPI aims to measure the development of the local private economic sector, serving as a basis for evidence-based assessments of the implementation effectiveness of action programs under Resolution 68 across localities.
