Provincial departments and agencies, based on their assigned functions, duties, and powers, shall proactively review relevant tasks and promptly advise the Provincial People's Committee and the Chairman of the Provincial People's Committee on matters within their authority; at the same time, they shall advise and submit to competent agencies and individuals for promulgation of legal documents to implement the reduction, decentralization, and simplification of administration.
